Prefill description and category from the new in-product reporter #3785

The new in-product reporter will be sending a description and a possible issue category in the existing postMessage. We need to extract that and prefill those fields. Note that category might not match the existing categories exactly.

As part of this change we also need to introduce a global variable on the window object that would indicate that the site is ready for the postMessage.
