Reduced internal data copying

Reduced a number of internal data buffers and data copying operations between them. This should reduce the CPU usage.

API changed to GNU Radio 3.7 standard

API is now based on a template created by gr_modtool for GNU Radio 3.7. This may introduce some incompatibilities but porting to new GNU Radio 3.8 shouuld be easier.
