Initial request

This request is for the addition of a new network affiliation for the GCOS Surface Reference Network (GSRN) in the relevant code registry table and subsequently added as an option in the OSCAR/Surface metadata database. This will allow WMO members to identify those stations (existing or new) as contributing to the pilot phase of the GSRN which will be implemented in 2023.
