- Add K3s red hat-based test using Rocky LInux
- Add runner labels for targeting specific envs
- Add Vagrantfile for self-hosted runners

* add self-hosted runner code & update for multi-os test support * fix rhel test name * RHEL -> Rocky because subscription manager would be a nightmare * use built-in runner arch label * add docker to rocky * enable docker in rocky after install * Include dev tools for rocky (needed by go build)
