Describe changes

Simplifies the linking of artifact versions/pipeline runs to a model version.

Breaking changes:

• the is_model_artifact and is_deployment_artifact arguments of save_artifact and register_artifact were replaced by an option to specify the artifact_type
• some filter options for the links models have been removed

Pre-requisites

Please ensure you have done the following:

• I have read the CONTRIBUTING.md document.
