What does this PR do?

Improve repo

For resources

Description

Why is this valuable (or not)?

  • Merge HTML and CSS categories. Some duplicated resources were found and then ignoring it
  • In those that are already merged, homogenize section title to HTML and CSS, the most currently common form
  • Handling Consistency of listings (help wanted) #4579

For book lists, is it a book? For course lists, is it a course? etc.
