1. Go to https://staging.new.expensify.com/
2. Create a workspace and invite a member
3. As an invited member, navigate to the workspace chat

Expected Result:

The tooltip should only appear on the "+" button

Actual Result:

Tooltip appears on the "+" button and at the top of the page as well
