What's in this PR?

  • Support for Istio 1.9.x and make 1.9.0 the default version on the release-1.9 branch

To Do

  • Test: Single cluster
  • Test: In-place upgrade
  • Test: Canary upgrade
  • Test: Single-mesh multi cloud
  • Test: Multi-mesh multi cloud common root
  • Bump to 1.9.0 tag when released (check if there are any relevant changes compared to rc tag)
  • Use new chart contents
  • Bump image and chart versions
