Environment.Exit can hang because cef tries to finalize stuff but it hangs. Since we're on a forced situation, kill the process to avoid hanging there forever.
Since the previous fix (#2375) I've since some zombie processes still hanging around after the main one was closed. Looking at their dumps, seems that cef is trying to finalize but it hangs there.
