Summary

It has been quite a while since the last release and we've made quite a few changes/improvements since then, so I was thinking perhaps we could release a patch release soon?

Details

I've started updating the changelog with commits that haven't been listed, but are listed in the big diff.

Motivation and Context

Users appear to be running into bugs that we've patched but not yet released. See #1295 for one such example. :)

How Has This Been Tested?

N/A as this PR simply updates the changelog to prepare for a new release.

Actually, before we release this, let's make sure it is compatible with cucumber-expressions 5.0.17 (#1292)

As per #1292 (comment), let's hold off on releasing v3.1.1 until cucumber/common#380 has been merged and released.
