Adds a batch option to MCP processing for potential performance gains in processing. Testing to be done on deploy test as a part of the release to recover from Metadata Test induced lag. There is possible risk in rolling this out widely, but does not fundamentally change how we process MCPs under the hood, just how we do at the Kafka layer.
