What this PR does / why we need it:
Change base image from ubuntu to alpine. And compile kube-batch statically because there is no libc in alpine.
The image is reduced to 51M from 130M, and kube-batch is 44M because we do not strip debug info and symbols from it, it will be helpful for debug.
