Revocation notes

Revoked due to Heltec ESP32-S3 targets encountering LoRA modem panic introduced from relocating the GPS initialization uncovering a default GPIO pin issue.
Also espressif platform update introduced IDF change that broke bluetooth bonds in ESP32-S3 cores.
