FISH-8728 Refine RE to allow host in jdwp agent address

Description

This is a fix.

Related:

• start-domain --debug=true does not display port number #4386
• CUSTCOM-81 Display port number on start-domain with --debug=true option #4387 - but it didn't consider alteration made in JavaConfig.java (PAYARA-3577 Build Payara Server & Payara Micro using JDK8 and get them to pass the Test Suite #3905)

New UT added for host part in address.
