Implement PartialOrd for Vecs over different allocators #112632

It is already possible to PartialEq Vecs with different allocators, but that is not the case with PartialOrd.

After: you can compare Vec<T, A1> with Vec<T, A2>.

@thomcc points out that you can't currently create a Vec with anything other than the default allocator on stable, so this PR makes no new stable guarantee.

If we want, we can cancel this FCP and defer until we're stabilizing Vec's allocator support as a whole. Or just treat it as a fast tracked ACP Initial Comment Period.

@dtolnay I think I'm fine with this landing now. It seems like a pretty safe change I think? It's hard to imagine us not wanting this.

But I'm certainly not opposed to the conservative route either.
