bootstrap: bump fd-lock, clap and windows

This update is proposed as an effort to update target-sensitive dependencies like libc and rustix.

Since the Cargo.toml file is modified to prevent downgrading, cargo will update the dependencies automatically when you build the binary.

rust now supports mips32r6 and mips64r6 as valid target_arch values, but libc didn't support it until v0.2.148 and rustix didn't support it until v0.38.5. Cross-compiling works without making dependency changes to bootstrap, but native bootstrapping won't work unless this dependency upgrade is made. Thus, I'm updating fd-lock.

For the duplicated packages, I'll try my best to get rid of the old ones. Updating windows and clap gets rid of most of them. This adds duplicated bitflags but removes duplicated hermit-abi.
